문재인 대통령과 도널드 트럼프 미국 대통령의 첫 정상회담 성과는 짧은 준비 기간 치고는 기대 이상이었다. 비핵화 대화를 위한 여건조성 방안과 전시작전권(전작권) 조기 환수 등 우리 쪽의 요구가 상당히 반영됐다. 다만, 트럼프 대통령이 주한미군 주둔 방위비 협상이나 무역·통상 문제와 관련해 다소 직설적인 발언을 내놓아, 향후 추가 논의 과정이 녹록치 않을 것임을 예고했다.
우선, 북핵 문제와 관련해 한-미 정상회담 공동성명을 보면, 양쪽은 북한에 최대의 압박을 가하는 동시에 “올바른 여건 하에서 북한과의 대화의 문이 열려 있다는 점을 강조했다”고 밝혔다. 또한, 고위급 전략협의체 가동을 통해 비핵화 대화를 위한 필요한 여건조성 방안 등 대북정책 전반에 대해 긴밀히 조율해나가기로 합의했다.
이는 트럼프 행정부의 대북 정책인 ‘최대한의 압박과 관여(협상)’에 대해 양쪽이 같은 입장을 갖고 있음을 확인하면서도, 압박에서 협상으로 넘어가는 연결고리를 만들기 위해 양쪽이 적극적으로 움직이겠다는 의지의 표시로 볼 수 있다. 신설되는 고위급 전략협의체라는 ‘제도적’ 통로를 통해 트럼프 행정부의 이른바 ‘코리아 패싱’(한국 건너뛰기)에 대한 우려를 불식시키고, 한국 쪽의 입장을 관철할 수 있는 구조를 확보했다.
이와 관련해 문 대통령도 이날 트럼프 대통령과의 공동기자회견에서 “제재와 대화를 활용한 단계적이고 포괄적인 접근을 바탕으로, 북핵 문제를 근원적으로 해결해 나가자는 데 뜻을 같이했다”고 밝혔다. ‘단계적이고 포괄적인’ 북핵 접근은 문 대통령이 그동안 ‘한국의 구상’으로 여러차례 밝힌 것으로, ‘북핵 동결’을 한반도 비핵화로 가는 입구로 삼고, 궁극적으로 ‘북한의 완전한 핵 폐기’를 출구로 명시하는 2단계 해법이다.
공동성명에서 ‘한반도 비핵화’라는 양국의 공동 목표를 “평화적인 방식으로” 달성하기 위해 긴밀히 공조해 나가기로 명시한 것이나 “양 정상이 대북 적대시 정책을 갖고 있다”는 원칙들 다시 한번 강조한 것도 의미가 있다. 문재인 정부는 물론, 트럼프 행정부도 여러차례 강조한 것으로, 당장은 선언적인 의미가 강하긴 하지만, 협상국면에선 중요한 외교적 자산으로 삼을 수 있다.
둘째, 한반도 평화통일 환경조성에 있어 우리 정부의 주도적 역할 및 남북간 대화 재개와 관련해 트럼프 대통령의 지지를 확보한 것은 후한 점수를 줄만 하다. 비핵화와 한반도 평화구축이라는 비전을 실현나가는 데 있어, 남북관계 개선이 필수적이라는 논리를 설득시키는 데 일단은 성공한 셈이다.
이와 관련해 공동성명은 구체적으로 “트럼프 대통령은 인도주의적 사안을 포함한 문제들에 대한 남북간 대화를 재개하려는 문 대통령의 열망을 지지했다”고 명시했다. 북한의 핵·미사일 프로그램 자금과 직접적인 연관이 없는 남북 교류를 통해 남북대화를 재개할 수 있는 ‘좁지만 의미있는’ 외교적 공간을 창출해 낸 셈이다.
실제 백악관 고위 관계자가 최근 한-미 정상회담 사전 브리핑에서 문 대통령의 평창 동계 올림픽 남북 단일팀 구성 제안에 대해 “트럼프 대통령도 흥미를 가질 것”이라고 밝히는 등 미국 쪽에서 이런 기류가 감지되기는 했다. 하지만 공동성명에 문서로 담겼다는 것은 좀더 구속력 있는 지지를 확보했다는 것을 의미한다.
전작권 환수 문제에 대해서도 “조속히 가능하도록 협력 지속”을 공동성명에 명시함으로써, 애초 2025년쯤으로 예정된 환수 시기를 더 앞당길 수 있는 발판을 마련했다. 이에 따라 이르면 올해 10월쯤으로 예상되는 양국 국방장관의 회의체인 한-미 안보협의회의(SCM) 때부터 전작권 조기 환수 논의가 본격적으로 시작될 수도 있어 보인다.
북한에 대한 메시지는 압박에 이은 협상을 염두에 두면서도, 단기적으로는 강경한 메시지가 공동성명에 많이 담겨있다. 예를 들어, 공동성명은 “양 정상은 기존 제재를 충실히 이행하면서 새로운 조처를 시행하기로 했다”고 밝혔다. 한국이 독자적으로 취할 수 있는 대북 제재 수단은 소진된 상태지만, 미국 및 국제사회의 대북 압박 전선에서 이탈하기는 어렵게 됐다. 이에 따라 개성공단 재가동 등이 가시권에 들어오려면 시간이 걸릴 것으로 예상된다.
또한, 한·미·일 3국간 안보 및 방위 협력을 더욱 발전시켜나가기로 함으로써, 문 대통령이 시진핑 중국 국가주석과의 정상회담 때 중국을 설득하는 데 부담을 안게 된 측면도 있다. 중국은 한·미·일 안보 협력을 자국에 대한 포위 전략으로 인식하는 경향을 보여왔기 때문이다.
트럼프 대통령이 기자회견에서 주한미군 방위비 분담 인상 문제를 직접 거론한 것은 미국 쪽의 기습적인 역공으로 보인다. 백악관 고위 관계자는 정상회담 사전 브리핑에서 한국의 방위비 분담을 ‘모범사례’로 언급하며, 크게 쟁점화하지 않을 것임을 내비쳐왔기 때문이다.
일러야 올해 말부터 협상이 시작될 방위비 분담 문제를 트럼프 대통령이 벌써부터 꺼내 든 것은 협상에 유리한 분위기 조성과 함께, 당장은 자국의 지지층을 의식한 ‘레토릭’일 가능성도 배제할 수 없다. 트럼프 대통령은 지난해 선거운동 때부터 동맹국들이 미국의 안보 제공에 ‘무임승차’를 해왔다고 비판하며 유권자들의 지지를 결집시켜왔다.
트럼프 대통령이 자동차와 철강을 꼭 짚어 무역 불균형 문제를 거론함에 따라 무역·통상 이슈는 앞으로 한-미 관계의 뜨거운 감자가 될 것으로 예상된다. 안보 문제는 상대국의 요구를 들어 주고 경제적 실익을 챙기는 트럼프 특유의 협상 방식이 한국에도 그대로 적용된 것으로 보인다.

문재인 대통령이 30일 오전(한국시간) 백악관에서 도널드 트럼프 미국 대통령과 만났다. 첫 대면이다.
이날 문 대통령 부부는 백악관에서 트럼프 대통령 부부와 함께 환영만찬 일정에 참석한다. 다음날(현지시간 30일 오전) 진행될 한미 정상회담에 앞서 상견례를 갖는 셈이다.
우선 현지 언론 기자들이 전한 현장 분위기는 다음과 같았다.
한국 문재인 대통령이 트럼프 대통령에게 웃자고 꺼낸 말 : "우리도 가짜뉴스 때문에 문제가 많다."
트럼프 대통령이 백악관 만찬에 참석한 한국 문재인 대통령을 환영하며. "엄청나게 훌륭한 대화를 기대한다... 저녁 늦게까지 계속될 수도 있을 것 같다."
트럼프가 한국 대통령의 대선 승리에 대해 : "많은 사람들이 (승리를) 기대하지 않았다. 나는 예상했다."
